Texas Health Resources Manager System Engineering in Arlington, Texas
Texas Health Resources seeks to hire a Manager System Engineering.
This position shall be responsible for the oversight and administration of the THR Infrastructure Capital Construction Management Program and the THR Energy Management and Sustainability Program. This position also represents System Engineering in the Capital Construction process to oversee the maintainability and energy efficiency of the infrastructure equipment proposed for capital projects.
Salary range is Min. $79,185/year to Max. $126,984/year – based on relevant experience

ENERGY EFFICIENCY AND SUSTAINABILITY STRATEGIES --
Develop annually reviewed 5 Year Energy Efficiency and Sustainability Business Plans for all entities with clear, targeted, achievable goals, and timelines. Maintain and review these plans to keep them current with the input of selected consultants, entity leadership, and Facilities Management leadership team. Investigate and implement new energy efficiency strategies at each of the entities with the overall goal of reducing utility consumption annually. Provide ongoing technological guidance, coaching, support, and training in energy efficiency operations of Facilities Management.
LEAD THE CAPITAL CONSTRUCTION PROJECT PROCESS --
Lead the construction process for multiple ongoing capital projects and energy efficiency projects on any given campus or multiple campuses. Responsible for the identification, prioritization, and implementation of all the capital projects to stay within prescribed limits and work with construction team and hospital leadership to minimize and control negative impacts to ongoing hospital operations.
Manage and coordinate the efforts of various hospital support departments and user groups involved in projects and energy containment efforts such as IT/IS, Supply Chain, Finance, and Security.
MANAGE STAFF --
Manage all aspects of staff and contractual support for the Capital Infrastructure Program and the Energy Management Program, including coordination, productivity, time & attendance, training, and participation in THR initiatives.
FINANCIAL ACCOUNTABILITY OF INFRASTRUCTURE PROJECTS AND UTILITIES --
Develop project budgets, utility budgets, returns on investments, and is responsible for all financial transactions related to the budgets of given capital projects and utilities. Determine the viability of any project regarding energy efficiency and improvements to the systems, develops the original project budget and establishes cost codes, reviews and approves all contracts, change orders, and invoices. Ensures that all costs are captured and accurately coded, creates cost reports as required.
STRATEGIC PLANNING, DESIGN, AND IMPLEMENTATION --
Participates in the planning and design process for Projects and EE/S Programs as needed to ensure that the original objectives (service line enhancement, capacity increase, facility upgrade, patient satisfaction, etc.) are met. Develop the project budgets and creation of capital budget plans and submissions to the THR capital budgeting process. Work with the entity departments and user groups to assess need and finalize project scope.
The ideal candidate will possess the following qualifications
Bachelor's Degree Architecture, Engineering, Facilities Management, or related field is required
5 years Project Management within facilities and energy management in a healthcare environment is required
Licenses and Certifications
CHFM - Certified Healthcare Facilities Manager required upon hire
Certified Energy Manager and Certified Building Commissioning Professional is required within two years of hire.
Strong verbal and written skills; ability to communicate with entity leadership and facilities management leadership; knowledge of construction management and facilities management; knowledge of energy management and sustainability programs; administration of contract agreements; strong knowledge of industry standards (ASHE, TJC, OSHA, CCHC, HIPPA); manage and prioritize time with full workload; ability to think on feet quickly and manage stressful situation; computer knowledge and applications.
