Manager Facilities/Chief Engineer

The Chief Engineer manages all aspects of the hospital physical plant operations including daily operations, construction integration, emergency programs, energy management, asset protection, preventive maintenance and repairs to all mechanical, HVAC, electrical, and plumbing equipment.

Position Highlights:

  • Work hours: Full Time (40 Hours); Day Shift; Monday – Friday, 08:00 AM – 5:00 PM

Position Responsibilities: Department Operations

Monitors critical operations of the CUP central utility plant, water cooled chillers, variable flow critical refrigeration systems, heating, ventilating, sump pumps, valves, piping and UV filters and other custom mechanical systems, paralleling emergency generator system and redundant electrical equipment.

Reviews logs as necessary to assure proper operation of equipment; responsible for reporting any problems/malfunctions on an as need

basis.

Escalates incidents to hospital leadership keeping open lines of communication and conducting Root Cause Analysis.

Provides presentations to articulate operations and provide details on various operational outcomes.

Assists with critical after-hour issues & participate as a key team member in response to emergency situations.

Performs preventive/predictive tasks when required. Oversees repair and preventative maintenance of HVAC systems; determine frequency of repair and/or preventative maintenance for HVAC systems.

Ensures the availability of an adequate inventory of tools and other supplies to operate the building. Specific duties include but are not limited to preparing and submitting purchase orders requests, developing sources for stock materials, and performing periodic checks of inventory levels and equipment conditions.

Ensures appropriate sanitary, safety, security and emergency procedures are in place, followed and that they comply with policies, standards and regulations. Ensures the staff is proficient in sanitary, safety, security and emergency procedures. Notifies the Director of Facility Operations of any potential liability and proposes proper course of action to prevent hospital shutdowns. Makes recommendations to the Director on additional safeguards as appropriate.

Coordinates repairs, replacements and renovations by appropriately defining the project scope and coordinating cost, bidding and oversight of suppliers and contractors to ensure quality work/products for minimal cost. Coordinates with project managers and general contractors on capital projects.

Investigates new and improved equipment, techniques, and service methods. Submits recommendations for changes and improvements to the Director of Facility Operations.

Collaborates with Plant Supervisor on scheduling training time for mechanics; performs on-the-job training as needed.

Schedules and ensures quality of service contractor work.

Supervision

Manages and supervises the activities of the plant mechanics and service contractors in the maintenance of the physical plant and related fixed and portable equipment, minor construction and equipment installation.

Serves as the Director of Facility Operations in his/her absence.

Compliance

Ensures that compliance of all regulatory laws and guidelines are met as they relate to the operation of the building’s infrastructure. Responsible for alerting the Director of Facilities and the Chief Operating Officer of building discrepancies.

Maintain all infrastructure and compliance documentation for the building including up-to-date building drawings and single lines as well as documentation mandated for the purpose of maintaining regulatory compliance with Federal, State or Local law.

Participates in hospital initiatives as appropriate.

Adheres to hospital and system policies.

Completes mandatory training and annual employee health screening timely.

Maintains safety of the work environment and utilizes appropriate safety techniques.

Recognizes and communicates ethical and legal concerns through the established channels of communication.

Maintains professional growth and development through seminars, workshops, and professional affiliations.

Demonstrates accountability and responsibility by independently completing projects/assignments on time and providing timely responses to requests for information.

Maintains confidentiality at all times.

Performs other work as requested that is reasonably related to the employee's position, qualifications, and competencies.

Education

H.S. Diploma or Equivalent required

Bachelor's Degree Building construction, Engineering, Mechanics, or related preferred

Experience

5 years Facilities experience required

3 years Supervisory or leadership role required

2 years physical power plant experience required. Healthcare physical power plant experience is preferred

Licenses and Certifications

Drivers License required upon hire

Master License in a skilled trade preferred upon hire

Operating Engineers certification (SMA or equivalent) required within 12 months of hire

CHFM - Certified Healthcare Facilities Manager required within 3 years

Emergency Power Systems Manager (CEPSS) required within 3 years

Skills

Knowledge of various building control systems.

Knowledge and skills associated with building infrastructure systems.

Knowledge of HVAC, fluid handling/pumping, fluid filtering, mechanical systems, plumbing systems, electrical systems engineering and operation.

Knowledge of computer applications including Excel, Word, and CMMS systems
